Ansvarsområde

 

I perioden 2005 til 2011 jobbet Thomas som politisk rådgiver for Den europeiske kommisjon, for EUs utenrikstjeneste og ved Europeisk Institutt for Forvaltningsvitenskap (Maastricht, NL). Før dette studerte og jobbet Henökl bl.a. i Frankrike (Sciences-Po, IEP Paris), Nederland (European Institute of Public Administration) og Japan (International Christian University, ICU Tokyo og EUs Delegasjon i Japan). I tillegg har han erfaring fra kriseområder og utviklingsland (Egypt, India, Tanzania), se også: http://rotary.de/panorama/global-gefragter-experte-a-6044.html 

 

Henökl har bakgrunn og kompetanse i både EU-rett og forvaltning, utenriks- og sikkerhetspolitikk, i tillegg til krise- og risikohåndtering, politikkanalyse og evaluering, innovasjon og lederutvikling. Han har 15 års erfaring innen forskning, konsulentvirksomhet og prosjektledelse, fra internasjonale organisasjoner, offentlig administrasjon og privat sektor. Hans nøkkelkompetanse ligger i:

 

•            Forskning innen europeisk offentlig politikk, forvaltning, statsvitenskap og organisasjonsteori ( http://www.uia.no/forskning/forskningsnyheter/hvordan-paavirker-eu-demokratiet-vaart )

 

•            Erfaring innen offentlig rådgivning, universitetsundervisning og forskning

 

•            Flere års ekspertise med europeiske institusjoner, flernivåadministrasjon og internasjonal politikk (sikkerhetsanalyse)

 

•             Analyse og konsulenterfaring innen offentlig administrasjon og offentlig rett, bl.a. ble Henökl på nytt nominert til eksternt medlem i etikk- og integritetsrådgivningskomiteen til Den europeisk kjemikaliemyndighet (www.echa.eu, Helsinki) for perioden 2014-2016

 

•            Internasjonal prosjektledelse (forvaltningsreform, reform av sikkerhetssektor) i Øst- og Sør-Europa (Romania, Bulgaria, Bosnia og Herzegovina); Asia (India og Japan), Afrika (Egypt og Tanzania); eksempel:

 

  • Reform av politi og sikkerhetsapparat i Bosnia og Herzegovina (2006-2007), EIPA Maastricht;

  • Planlegging og implementering av sikkerhetspolitiske tiltak for EUs 140 ambassader i hele verden (2008-10);

Henökl er del av forskningsgruppen om den Europeisk Unions politisk og administrativ flernivåsystem: http://www.uia.no/forskning/samfunnsvitenskap/european-integration-and-governance og skrever om EUs retts- og forvaltningssystem fra et organisasjonsteoretisk perspektiv.
