  Ideological codes can be described as standardized and standardizing schematic constructions that determine in powerful ways how we understand the world and what we consider normal or deviant. In this chapter we explain what ideological codes are, how they can be discovered, and what the analytical potential of such discoveries is. As a frame of reference, we build on Griffith and Smith’s notable study “Mothering for schooling”, and their concept of the Standard North-American Family (SNAF). With reference to our own studies of kindergarten teachers’ work, we explore the “standard child” as a similar ideological code. We show how this code is mediated by texts that become instructive to how normalcy and deviance is understood, and which, in effect, produce and reproduce patterns of privilege

  To an increasing extent, scholars of social work have called for social work education and practice to be more responsive to local norms, customs and needs. Commonly referred to as indigenization, these scholars argue that social work curricula should incorporate practices, theories and understandings that are developed locally, eschewing the ‘professional imperialism’ that have come to dominate the discipline. This is also the case at universities in East Africa. Over the last decades, research emerging from local knowledge has developed substantially in the region. In this article we ask to what extent this is reflected in the social work curricula at three universities in Rwanda, Tanzania and Uganda, including a Norwegian comparative case. The article relies on a review of the curricula, addressing the characteristics of the teaching materials, the nationality and gender of the authors of the teaching materials, and the local relevance of the teaching materials, questioning whether they build on empirical data from a local or African context and to what extent they address issues of local or regional relevance. Our findings reveal that the presence of national or African authors and publications with a local empirical content is still marginal at the three East African universities.

  The physical disciplining of children is widespread globally. To work towards ending physical disciplining, we need to understand this practice’s local and contextual justifications. In this article, we explore Cambodian mothers’ rationales for the physical disciplining of their children, as we seek to address two questions: 1) How do Cambodian mothers perceive physical discipline? and 2) How do they negotiate and justify physical disciplining practices? Based on 10 group interviews with mothers of small children and in different communities in Cambodia, we found that physical disciplining is a common practice that is used to correct behaviours that are considered unhelpful, impolite, or disrespectful. There are, however, ambivalent attitudes towards this. This suggests that physical discipline is not a static practice but is rather one that is constantly negotiated. We argue that Barbara Rogoff’s concept of cultural scripts for parenting is well suited for making sense of how physical discipline is justified amongst Cambodian mothers.

  Resistance is a concept that may seem out of place in studies of Nordic welfare societies. However, several studies depict how people in these societies act in ways that, whether explicitly or not, question the current state of affairs in ways that may be understood as resistance. This chapter explores how insights developed within the field of everyday resistance studies can inform institutional ethnography (IE) studies in the Nordic countries in ways that sensitise us to discover acts of resistance. With reference to two empirical studies, we argue that resistance can be traced in oppositional or critical talk, in tacit acts of non-compliance or in the “twisting and bending” of regulations, as well as in acts that are explicitly aimed at opposing ruling.

  A strong focus on early intervention involves broad categories by which to assess children at risk of social marginalisation. Most of these categories relate to family characteristics and qualities. In this article, we explore social vulnerability from children’s perspectives and consider whether their self-esteem provides evidence for risk of social marginalisation, here understood as exclusion from social, academic, and cultural communities. The data are derived from a survey of 10-year-old children in the south of Norway on their everyday life and well-being (N = 1360). We have constructed an index of global self-esteem. First, we find a significant correlation between low global self-esteem and personal social vulnerability. Next, we quite surprisingly find no significant correlation between children’s global self-esteem and their family characteristics. The final analysis reveals a correlation between children’s global self-esteem and their social networks. These results prompt us to question some of the common assumptions about the association between family characteristics and social vulnerability. Our results show that more attention should be paid to children’s social networks, regardless of family characteristics. More importantly, the results show that global self-esteem – including self-evaluations of academic skills, athletic skills, feelings of self-worth, and sociability – is a fruitful approach to expanding our categorical understanding of children at risk.

  The purpose of this study was to examine the role and responsibilities of Norwegian kindergarten (i.e., preschool for ages 0–6 years) from the perspective of participants involved in multidisciplinary collaboration on behalf of children with severe disabilities and their families. The authors employed a multiple-case study approach comprising 26 interviews across six cases. Findings suggest that kindergarten is considered an important partner for families and a major contributor to the provision of services. Kindergartens were valued for their (1) close relationships and intimate knowledge of children as individuals, (2) the sense of security and relief of stress that they provided to parents, and (3) for acting as a “driving force” in multidisciplinary collaboration. Findings are discussed in relation to two contrasting views of the kindergarten professional as an early childhood expert and as a compassionate caregiver who, in many ways, functions as an extension of the parental role. The authors conclude that it is the latter of these two perspectives that dominates perceptions of kindergarten professionals among participants.

  Likestillingsarbeidet starter i hjemmet. Da tenker vi ikke først og fremst på den tradisjonelle diskusjonen om hvem som skal ta oppvasken, men på oppdragelsen av nye egder. Spørsmålet vi stiller, er hvordan forskjeller og likheter i jenters og gutters fremtidsorientering står i forhold til foreldrenes holdninger og handlin- ger. Analysene viser at 10-årige egder setter både utdannelse og familieliv høyt når de tenker på fremtiden, men at de orienterer seg mot ulike roller i familie- livet. Til tross for at foreldrene ikke gir uttrykk for ulike sosialiseringsmål om de har døtre eller sønner, så ser vi at det er reelle kjønnsforskjeller både i hva barna gjør av husarbeid hjemme, og hvordan de oppfatter forventningene til å bidra med arbeid i hjemmet. Noen av forskjellene tror vi kan forklares ved modellæring i hjemmet, altså at barna speiler mer av foreldrenes handlinger enn holdninger, og innflytelse fra kjønnsstereotype holdninger og praksiser i samfunn og offentlighet. Den kjønnsmessige variasjonen i barnas fremtidsdrømmer kan tolkes som et positivt tegn på at vi også på Agder kommer nærmere målset- tingen om kjønnsuavhengig frihet til å velge utdannelse, yrke og fremtid hos den oppvoksende slekt.

  Enslige mindreårige asylsøkere utgjør en særlig sårbar gruppe migranter. Rapporten drøfter levekår på mottak formindreårige over 15 år som er under utlendingsmyndighetenes (UDI) ansvar. Arbeidet er utført på oppdrag av UDI. Det er undersøkt levekår på følgende områder: boforhold, omsorg, helse, kosthold, tilgang til sosialt nettverk og aktivitetstilbud. Hjelpevergenes involvering og tilgang til skole, helsetjeneste og lokalt barnevern er også vurdert. Undersøkelsen består av en kartleggingsundersøkelse og feltstudier ved seks mottak. Det ble brukt PhotoVoice som metode i intervju av 30 ungdommer. I tillegg er mottaksansatte og deres samarbeidspartnere i velferdstjenesten intervjuet. Rapporten inneholder dessuten en litteraturgjennomgang av forskning som berører omsorgsbehov og -utøvelse for enslige mindreårige flyktninger. Ungdommene kan deles inn i en majoritet med kort opphold på tre til fem måneder og en mindre gruppe av lengeværendebeboere. Rapporten konkluderer med at det er særlig livssituasjonen for de lengeværende som må forbedres og kommer med en rekke anbefalinger for å bedre forholdene for denne gruppen asylsøkere. Det foreslås å lovregulere mottaksforhold; etablere en uavhengig tilsynsordning; opprette basismottak og desentraliserte enheter, øke bemanning og kompetanse, innføre norm for bostandard; styrke omsorgsarbeidet for lengeværende beboere. Det anbefales rett til grunnskoleopplæring for de over 16 år og styrket innsats og samarbeid ved forsvinninger og ved bekymring for menneskehandel. Det må også sikres at alle mindreårige får tilstrekkelig bistand av verger.

  I denne rapporten presenteres andre sett av de første analysene fra prosjektet «Barns levekår og hverdagsliv», som er finansiert av Sørlandets kompetan-sefond, Aust-Agder kompetansefond og Senter for likestilling ved Universi-tetet i Agder. Prosjektet springer ut fra forskning som viser at Agder har særlige utfordringer knyttet til levekår og likestilling, og at denne situasjonen har vart over tid. Formålet med prosjektet er å belyse barns situasjon i et le-vekårsperspektiv, både her og nå og med tanke på fremtiden. Levekår sees i denne sammenheng i et ressursperspektiv, og forstås ut fra Allardts velferds-begrep, der dimensjonene å ha (materielle ressurser), å være (deltakelse og kulturelle ressurser) og å elske (sosiale ressurser) legges til grunn. Datainnsamlingen har blitt gjennomført i to runder, og det foreligger en egen rapport fra første runde (Nilsen et al. 2012). Datamaterialet fra undersøkel-sens andre runde, som denne rapporten er basert på, består av 549 spørre-skjema som er besvart av femteklassinger ved 25 skoler i kommunene Aren-dal, Froland, Grimstad, Mandal og Lindesnes. Datainnsamlingen ble gjen-nomført i løpet av skoletiden mens det var en forsker til stede. Kommunene i utvalget varierer i størrelse og beliggenhet/sentralitet, og er lokalisert i to ulike regioner i Agder, hhv Østre Agder (Arendal, Froland og Grimstad) og Lindesnes regionen (Mandal og Lindesnes). Det har i tillegg blitt samlet inn spørreskjema fra barnas foresatte. I denne rapporten er det imidlertid kun barneskjemaene fra datainnsamlingens andre runde, som ble gjennomført fra januar til mars 2012, som legges til grunn. Svarprosenten i dette datamateria-let er på 60%. Problemstillingene som belyses er hvordan hverdagslivet arter seg for barn i de fem Agder-kommunene, med fokus på dimensjonene å ha, å være og å elske, og hvorvidt det kan identifiseres noen systematiske sammenhenger mellom barnas bosted og kjønn, og hvordan hverdagslivet arter seg langs de samme dimensjonene. Rapporten består hovedsakelig av bivariate analyser mellom ulike forhold knyttet til levekårsdimensjonene og variablene bosted (kommune) og kjønn.

  Rapporten Kjønnsforskjeller i en likestillingskultur omhandler oppfatninger om arbeidsdeling, likestilling og oppdragelse, slik de kommer til uttrykk og praktiseres i et utvalg familier i to kommuner i Vest-Agder. Bakgrunnen for at prosjektet ble igangsatt er Agder kommuners langvarige dårlige score på SSBs likestillingsindeks. Forskning tyder på at det kan se ut til å foregå et samspill mellom økonomiske, politiske og kulturelle forhold som har bidratt til utviklingen av sørlendingers forhold til utearbeid, arbeidsdeling i hjemmet og oppdragelse av egne barn. Denne rapporten er et empirisk supplement til den forskningen som allerede foreligger på feltet i regionen.
