  People are increasingly turning to social media platforms to acquire information and seek advice on health matters. Consequently, a growing number of qualified healthcare professionals are using social media as channels for public health communication. On platforms such as YouTube and Instagram, health workers can reach a wide and interested audience while applying powerful tools for presentation and interaction. However, such platforms also represent certain challenges and dilemmas when doctors and psychologists become health influencers. Who do they represent? What style of communication is expected? And what responsibilities do they have toward their followers? The present study contributes to the field of investigation by employing qualitative methods. It is based on three focus group interviews conducted with students enrolled in health-related study programmes at Norwegian universities. The paper asks: How do future healthcare workers perceive the social media practices of popular healthcare experts regarding the advantages and dilemmas associated with such practices?

  Sosiale medier representerer nye arenaer for helsearbeidere som ønsker å gi helseinformasjon og råd til et bredt publikum. Når leger, psykologer og helsesøstre åpner kontoer på YouTube, Instagram, Snapchat eller TikTok, møter de både nye muligheter og nye utfordringer i sin formidlingspraksis. Hvordan utnytter de mulighetene og hvordan håndterer de utfordringene? Dette er spørsmål som får økende oppmerksomhet i internasjonal forskning, men som er lite utforsket i norsk sammenheng. Denne artikkelen er basert på en studie der tre norske caser – en lege på YouTube og to psykologer på Instagram – undersøkes og sammenlignes gjennom tekstanalyse og intervjuer. Studien avdekker et betydelig spenn i hva slags kommunikasjonsstrategier som benyttes i dette nye praksisfeltet, der helsefaglige og mediefaglige hensyn må identifiseres og balanseres.

  While marginalized groups are increasingly involved in design processes, established methods and techniques require several cognitive and sensory abilities that may not fit when designing with people with intellectual disabilities. Earlier research on design of technology with people with intellectual disabilities has primarily focused on the technological outcomes and less on the techniques and adjustments made by facilitators. In this study, we explore facilitators’ experiences of supporting adults and younger adults with intellectual disabilities during participation in digital technology design. The facilitators and users in this study participated in the design of a digital self-reflective career tool and a digital transport support tool. We conducted individual interviews with facilitators who had participated in various design activities and thematically analyzed the data. The findings show that facilitators focus on adapting to individual needs, experience a process of personal development, and learned by doing throughout the design activities. We argue that while the role of facilitating was duty- and task-oriented and challenging, the facilitators also experienced several essential gains. Experienced gains include the development of design-related knowledge, professional development, and a change in attitudes toward people with intellectual disability. This paper provides recommendations for guiding facilitators, considering both structural and individual needs, and offers insight into lessons learned.

  Information and communication technology has become an important aspect of everyday life, including community living and social participation. However, people with intellectual disabilities face several societal inequalities, including digital exclusion. Even if people with intellectual disabilities still do not have the same access as others, this group is increasingly involved in digital technology design activities. Although digital technology design activities can lead to several user gains, little is known about how such activities affect digital inclusion. Therefore, we explore whether and how participation in digital technology design activities can support the digital inclusion of young adults with intellectual disabilities. We interviewed seven young adults with intellectual disabilities about their participation in ten digital technology design sessions. We also collected reflective notes from eight support workers who participated in the same design activities. The interviews were analysed thematically. Thematic analysis generated four themes describing how participation in technology design activities can support the digital inclusion of people with intellectual disabilities: improving digital skills and knowledge, displaying skills and competence, increased interest in technology use, and influencing and adapting technology. Participation in digital technology design activities with support workers can provide new opportunities for young adults with intellectual disabilities and can help overcome several digital activity barriers. Designers and researchers should increasingly, and actively involve people with intellectual disability in digital technology design activities as it can support and promote digital inclusion.

  The COVID-19 pandemic has created a worldwide state of emergency, triggering extensive digital innovation within healthcare institutions to recover from the disrupted services caused by the pandemic. The purpose of this research is to explore the phenomena of digital innovation during these extraordinary conditions and to understand the impacts during the pandemic and beyond. To do so, we conducted a systematic literature review by analyzing 130 research articles across research disciplines that were published during the pandemic. We found that the innovation processes were highly iterative and focused on rapid diffusion to address the urgent need for stabilizing and recovering disrupted services. This short-term perspective may result in adverse impacts beyond the pandemic, such as increased inequity. Moreover, we found that some environmental factors were highly adaptive to the pandemic, whereas others were less so. We suggest that organizations should focus on the latter when building resilience to future pandemics.

  Transportation is an essential aspect of everyday life. For people with intellectual disabilities transportation is one the largest barriers to community participation and a cause of inequality. However, digital technologies can reduce barriers for transportation use for people with intellectual disabilities and increase community mobility. The aim of this scoping review was to identify and map existing research on digital technology support for independent transport for people with intellectual disabilities and to identify knowledge gaps relevant for further research. The authors conducted a scoping review of articles presenting digital technologies designed to assist in outdoor navigation for people with intellectual disabilities. The search yielded 3195 items, of which 45 were reviewed and 13 included in this study. The results show that while a variation of design elements was utilized, digital technologies can effectively support individuals with intellectual disability in transport. Further research should focus on multiple contexts and types of transportation, different support needs during independent travel, real-world settings, participatory approaches, and the role of user training to enhance the adoption of digital technologies.

  Social media represent new arenas for health communication. Platforms such as YouTube, Instagram, Snapchat, and TikTok provide unique opportunities for health workers to build understanding, engagement, and trust among a broad and young audience. At the same time, such platforms demand of health workers a careful balance between social closeness and professional distance. The article is based on a case study in which the award-winning Norwegian psychologist Maria Abrahamsen’s practice of health communication on Instagram is studied through the lens of multimodal discourse analysis. Following a bottom-up method, the study starts with a close reading of a single Instagram post, where video and written verbal text interact closely. The entire account is then studied as a complex case of mediated health communication. Conclusively, after a discussion of genre implications, the article suggests possible solutions to key challenges concerning the followers’ engagement and trust.

  Da covid-19-pandemien kom, innførte den norske regjeringen inngripende tiltak for å håndtere situasjonen. Kommunene fikk ansvar for å iverksette tiltak for å redusere smitterisikoen for personer som mottar kommunale helse- og omsorgstjenester. Personer med utviklingshemming som mottar kommunale helse- og omsorgstjenester, ble berørt av disse. I denne studien undersøker vi utfordringene som ledere og ansatte i tilrettelagte boliger for utviklingshemmede hadde i sin arbeidshverdag under covid-19-pandemien, og hvilke strategier de tok i bruk. Hovedutfordringer vi identifiserte, omhandlet nedstenging av boliger, sosial isolering av beboere, helseoppfølging av beboere, høyt sykefravær og kommunikasjonsutfordringer mellom ansatte. Resultatene viste at ansatte og ledere tok i bruk ulike strategier for å opprettholde tjenestetilbudet. Noen strategier lyktes og andre ikke, og noen kan forstås som uforsvarlige. Vi fant også at noen strategier baserte seg på gjeldende retningslinjer, mens andre tilpasset tjenestetilbudet på grunnlag av brukergruppens spesielle behov. Vi konkluderer med at tiltakene som regjeringen og helse- og omsorgstjenesten implementerte under covid-19-pandemien, ikke var tilstrekkelige for å sikre en resilient tjeneste for personer med utviklingshemming som bor i tilrettelagte boliger.

  Rural residency is an independent risk factor for being overweight, but little is known about why this is so. The purpose of our study was to gain insight into what Norwegian rural children say about a rural diet in comparison to an urban one. Child-friendly methods were used. We found a discrepancy between what the children said they eat – traditional, ‘healthy’ foods, and what they ate – largely ultra-processed foods. We explored this by using the frameworks of imagined foodways and biopedagogies. Their imagined foodways were rooted in notions of ‘traditional food’, connected to surrounding nature and a history of farming and hunting. Urban people were perceived as eating an inferior diet of very unhealthy and ultra-processed foods of which they do not know the origin of. As a result, the children rejected specific health- and nutrition recommendations that were incompatible with their notions of traditional foods, leading to a more calorie dense diet than their urban counterparts. Our research adds to knowledge on what role a rural diet can play on the prevalence of overweight in rural areas, and how biopedagogies can be recontextualized within different cultural fields.

  We develop principles that facilitate socially inclusive design-oriented research with marginalized groups. Building on the recognition that the research process must be informed by theoretical perspectives about social inclusion, our effort begins with an empirical investigation of a multiyear research project that designed several IT-based solutions for people with intellectual and developmental disabilities. We treat the efforts to design each solution as a “case,” capture primary data from multiple sources, and analyze it in light of three facets of social inclusion drawn from prior work: self-determination, belongingness, and social capital. The findings are interpreted to derive five principles for a socially inclusive design-oriented research process: (1) respecting multi- perspective problem ownership and integrated solution design, (2) surfacing emic contributions to guide artifact design, (3) leveraging the support network to shape artifact design and refine research conduct, (4) customizing design-evaluate cycles with inclusive practices, and (5) pursuing authenticity in research collaborations. We elaborate each principle with connections to different facets of social inclusion, guidelines suggested by our empirical investigation, and a mapping against contemporary design-oriented research approaches. The five principles suggest key directions to facilitate a socially inclusive design-oriented research process when working with marginalized groups. The paper concludes with a discussion of implications for IS scholars, and pointers for using design-oriented approaches for greater social inclusion of marginalized populations.

  This paper describes the initial stages of the process of implementing the data infrastructure required to develop analytics capabilities in a public sector organization. Helfo (the Norwegian Health Economics Administration) is responsible for making payments to healthcare actors who submit reimbursement claims. An important task for Helfo is also to prevent and detect errors, and the organization is currently strengthening this capacity though employing data analytics and ar-tificial intelligence. Implementing data analytics entails more than a “plug-and-play” process, and we analyze the initial stages of the implementation process as a sociotechnical change process. As a starting point we employ the CRISP-DM process model and enrich this with additional steps and tasks that was found to be central in the case. We describe in more detail the preparatory work relating to the technical setup and data infrastructures, and the implications for the information processing routines of the organization more broadly. The case study shows that also the early-phase improvements in data access and utilizing basic analytics capabilities yielded instant benefits to the organization, even before employing advanced analytics and artificial intelligence. The rich description of the early stages of the implementation process can be valuable for other public sector organizations that seek to build data analytic capabilities.

  We investigate the organizational capacities required to leverage digital infrastructures both (1) in re-sponse to crisis and external threats, and (2) in realizing the transformative potential associated with the digital infrastructures. Thus, our research question is: What is required for organizations to be able to transform in the face of disruptions and breakdowns? We report from an empirical study of a digital infrastructure innovation process in the context of the COVID-19 pandemic, which involved extensions and novel development of both the technology and the former service model. While the literature on organizational resilience offers us a conceptual framework to identify organizational capabilities, we lean on literature that foregrounds transformability as a crucial aspect of resilience. We discuss organ-izational capacities which are considered vital in realizing the potential for transformative crisis learn-ing in sociotechnical systems that builds adaptive capacity and influences the enactment of future or-ganisational routines.

  Implementing national public healthcare information infrastructures are often challenging, this is even more so in the global south. In this paper we offer an analysis of a successful development and introduction of a national healthcare information system. The MIPRES was developed by the Colombian Ministry of Health as a web application for the prescription of high-cost technologies (drugs and devices), but over time grew to become the backbone of a renewed digital healthcare information infrastructure. Through a qualitative empirical study, informed by information infrastructure theory, we document the emergence and evolution of MIPRES and analyse both the contextual conditions and strategic choices that led to its success.

  Enterprise architecture (EA) is a systematic way of designing, planning, and implementing process and technology changes to address the complexity of information system (IS) landscapes. EA is operationalized when architecture visions move towards realization through concrete projects. We report a case study on the dynamics of operationalizing EA in the Norwegian hospital sector by exploring different EA project trajectories. Our empirical context is an institutionally pluralistic setting where multiple logics coexist. We show that the distinct logic of EA is added to the institutional context and we find that tensions among existing medical, technical, and managerial logics and EA principles and assumptions emerge. We contribute to the under‐researched topic of EA operationalization by suggesting a model that demonstrates how the meeting of multiple institutional logics can lead to varying degrees of differentiation or even disassociation from EA visions during decision‐taking in projects. Furthermore, we advance extant research on IS projects' implementation in institutionally pluralistic settings by providing an empirical account of actors' interactions and project leadership arrangements that contribute to the persistence of coexisting logics in a dynamic equilibrium.

  The organisational adoption and use of Enterprise Architecture (EA) are pursued by enterprises aiming to improve their digital services and overall performance by aligning IT with processes. Nevertheless, despite the increasing interest in EA, it is still not widely used. Prior research provides explanations of institutional elements enabling or inhibiting EA adoption and use but does not provide concrete suggestions on facilitating EA adoption. This paper suggests different types of institutional work that can strengthen the use of EA, addressing central challenges met by EA initiatives. Specifically, the paper presents evidence from a longitudinal case study on the introduction of EA in the hospital sector in Norway. We show how institutional work can mitigate the inherent challenges of EA initiatives and thereby speed-up and strengthen the use of EA in organisations.

  This paper conceptualizes knowledge in the IS literature on governing innovation in platform ecosystems using boundary resources. Platform innovation arises when platform owners realize the need to expand the functionalities and invite external actors with specialized knowledge to do so. We conduct a literature review to identify the relevant concepts on governing innovation in platform ecosystems in IS and adapt them to the specific settings of the eHealth context. As most relevant concepts, we identify: 1) boundary resources as governance mechanisms: openness vs. control; 2) co-creating platform innovation across heterogeneous actors: accommodation vs. resistance; and 3) platform innovation within the underlying architecture: stability vs. flexibility. We then derive areas that should be prone to further research in eHealth, defined as: 1) patient data as a resource for eHealth platform innovation; 2) the role of institutions in eHealth platform innovation; and 3) innovating within platform-oriented eHealth information infrastructures. This paper contributes by expanding the understanding of the current state of knowledge in IS on governing innovation in platform ecosystems and provides basis for further research adapted to the eHealth context settings.

  In this paper, we study a public-private digital infrastructure to understand the dynamics of its emergence. We explore the interrelation of architectural and governance aspects of the infrastructure, through a longitudinal, embedded case study of the Norwegian Welfare Technology project. We introduce the concept of infrastructural tuning to conceptualize a dynamic of resistance and accommodation over time between the infrastructure’s architecture and implementation and multiple actors’ interests, policy goals and emerging opportunities and challenges. Our study makes three contributions: first, based on the analysis of our case study we provide an understanding of how the architecture of a digital infrastructure can accommodate divergent perspectives and strategies in public-private partnerships; second, we provide a process perspective on digital transformation of the public sector by analyzing the tuning process of the architecture-governance interplay; third, we develop the concept of infrastructural tuning.

  This paper describes the initial stages of the process of implementing the data infrastructure required to develop analytics capabilities in a public sector organization. Helfo (the Norwegian Health Economics Administration) is responsible for making payments to healthcare actors who submit reimbursement claims. An important task for Helfo is also to prevent and detect errors, and the organization is currently strengthening this capacity though employing data analytics and ar-tificial intelligence. Implementing data analytics entails more than a “plug-and-play” process, and we analyze the initial stages of the implementation process as a sociotechnical change process. As a starting point we employ the CRISP-DM process model and enrich this with additional steps and tasks that was found to be central in the case. We describe in more detail the preparatory work relating to the technical setup and data infrastructures, and the implications for the information processing routines of the organization more broadly. The case study shows that also the early-phase improvements in data access and utilizing basic analytics capabilities yielded instant benefits to the organization, even before employing advanced analytics and artificial intelligence. The rich description of the early stages of the implementation process can be valuable for other public sector organizations that seek to build data analytic capabilities.

  We investigate the organizational capacities required to leverage digital infrastructures both (1) in response to crisis and external threats, and (2) in realizing the transformative potential associated with the digital infrastructures. Thus, our research question is: What is required for organizations to be able to transform in the face of disruptions and breakdowns? We report from an empirical study of a digital infrastructure innovation process in the context of the COVID-19 pandemic, which involved extensions and novel development of both the technology and the former service model. While the literature on organizational resilience offers us a conceptual framework to identify organizational capabilities, we lean on literature that foregrounds transformability as a crucial aspect of resilience. We discuss organizational capacities which are considered vital in realizing the potential for transformative crisis learning in sociotechnical systems that builds adaptive capacity and influences the enactment of future organisational routines.
