Course contents

The course begins with a discussion of the characteristics of public policy, how policy is developed, and how it is put into practice. The political system will be discussed on a general basis, the focus will be on the characteristics of our political system, emphasizing the interaction between politics and society as well as state and market. The discussion will be followed by a closer study of central features and changes in our political and administrative governmental system at the national level, and the role of which private parties, interest organizations and the media play in our political life. An important feature of the discussion is the characteristics of Norwegian democracy and the division of power within society. The focus will be on local government and the development of local democracy in Norway. The course also focuses on Norways role in the international community, and how the globalization-processes influences the development of power and democracy within Norway.

Learning outcomes

Upon sucessful completion of the course, the student should be able to:

  • Give an account of how our political and administrative system works

  • Discuss and analyse the characteristics of major institutions and the relationships between them

  • Explain how public policies are formulated and adopted

  • Explain and discuss the relationship between different levels of government

  • Discuss and analyse Norway's role in the international community

Examination requirements

Approved compulsory assignment.(Approved/Not Approved).

Teaching methods

Lectures and seminars/group work. Scope of work is 270 hours.

The person responsible for the course, in consultation with the student representative, decides the method of evaluation and whether the courses will have a midterm- or end of term evaluation, see also the Quality System, section 4.1.
