Course contents

  • International and national provisions for public health work

  • National public health policies, relevant legislation, white papers, and public reports which deal with public health

  • Administrative levels: state, county, municipality

  • Different governing systems: government, governance, governmentality

  • Systematic municipal public health work

  • Relevant reforms: The Interaction reform, the Local government reform, partnerships, and networking

  • The importance of the voluntary sector in public health work

  • Development traits in the national public health work

  • Ethical problems in public health work

Learning outcomes

On succesful completion of the course, students will:

  • Demonstrate advanced knowledge on governing signals in public health politics internationally and nationally

  • Demonstrate thorough knowledge on international and national political, economic, and legal provisions in public health

  • Show thorough knowledge on national public health policies, relevant legislation and provisions, and thorough knowledge on roles and responsibilities og major public health actors in Norway

  • Demonstrate thorough familiarity about working with influential factors; living conditions, and local environmental factors

  • Demonstrate advanced knowledge on the Norwegian administrative systems on all levels and for forms of governing

  • Demonstrate advanced knowledge on the planning systems and processes of the administration, and the systematics of of public health work, cf. the requirements of the Public Health Act

  • Demonstrate independence in theoretical and practical problem solving

  • Be able to identify and problematize different ethical problems in public health work and reflect upon ethical problems in the meeting with service users

  • Be able to employ national provisions and framework conditions in the work with improving of the population's health

  • Be able to analyze and relate critically to different sources of information and scientific literature in the dissemination of the subject

The person responsible for the course, in consultation with the student representative, decides the method of evaluation and whether the courses will have a midterm- or end of term evaluation, see also the Quality System, section 4.1. Assessment methods and criteria

A 5-hour written examination. Letter grades A-F will be given.
