Course contents

This topic gives a basic introduction to planning in a Norwegian context. Students

gain insight into how the planning system in Norway is built up, with special focus on the Plan- and Building Act, planning institutions and the role of other actors in planning processes.

The distinction between spatial planning and plans for cultural and economic aspects of society is emphasized. Students are introduced to overall global development processes that necessitates better planning strategies. The course will cover the premises and conditions for planning and

policy design through theories about place, cities and regions. Furthermore, the subject will go through the main areas of society that planning deals with.

Learning outcomes

Upon completion of this topic students will:

  • have broad knowledge of and be able to describe the historical development of the Norwegian planning system, the Plan- and Building Act

  • have a good insight into the key challenges of planning; involvement, linkage between zoning and general development and the sustainability challenge in urban and rural areas

  • Have a good understanding for the importance of strategic planning in the face of capitalist interests and civil society

  • be able to describe a plan challenge in a concrete context

Teaching methods

 Lectures and group work. Problem-based learning in collaboration with local actors. The total work scope is 27 hours per credits.

Evaluation

The study programme manager, in consultation with the student representative, decides the method of evaluation and whether the courses will have a midterm- or end of term evaluation, see also the Quality System, section 4.1. Information about evaluation method for the course will be posted on Canvas.

Assessment methods and criteria

5 hour written exam. Grade A-F.
