Intermunicipal cooperation is often seen as a means to increase capacity and reap economic benefits of scale. Prior research, however, shows that the effects of shared service delivery diverge, leaving scholars and practitioners to question whether, under what conditions and at what expense effects of cooperation manifest. Using a panel dataset on child protection services, we analyze how cooperation affects the cost-capacity relation. The results show that cooperation increases cost. This increase is only partly explained by investments in service capacity, indicating that there are significant transaction costs linked to cooperation as a mode of production.

Cooperation in the delivery of public services is generally framed as desirable, but it is often hindered by serious collective action problems. The article compares inter-municipal cooperation in seven countries with different institutional settings. It investigates the rules of governance characterising these diverse institutional settings and assesses how they deal with the multiple principal problem. The authors find that in almost all cases, all participating municipalities are represented on the supervisory board of the cooperative entity. In contrast, in other less frequent case cooperation is frequently managed through a different tier of local government, thus circumventing the multiple principal problem affecting inter-municipal arrangements in the other countries.

Intermunicipal cooperation (IMC) is often used as a mean to reap scale benefits. Most studies on the effects of IMC focus on cost savings, while service quality is overlooked. In this study, the focus is set on input quality in a service characterized by high asset specificity and need for redundancy: emergency primary care. We analyze how mode of governance affect performance by (1) measuring whether IMC versus single-municipal production affects input quality and (2) identifying optimum scale of operation; effect of the number of participants in the cooperation on input quality. The findings indicate that cooperation weakens the input quality of medical workforce, but that this negative effect is balanced out as the number of participants increases, indicating that cooperation needs to reach a certain size to achieve optimum scale of operation. Concerning equipment, both cooperation in general and an increasing number of participants decrease the input quality.

Elections, when the electorate can penalize or support
their representatives, are usually understood as the
key mechanisms of political accountability.
We argue that direct contact between politicians
and citizens, in which politicians have to explain and
justify their actions, is also a mechanism of accountability.
Using qualitative interviews with politicians,
administrative leaders and journalists in twelve Norwegian
municipalities, we explore the extent to
which the conditions for accountability are fulfilled.
In Norwegian local democracy, citizens and politicians
both value consensus-building. This
may blur the responsibility for decisions and make
voting less suitable as a mechanism of accountability.
However, direct contact between citizens and
politicians also involves some challenges. Accommodating
citizens’ demands may conflict with fulfilling
election pledges, and undermine the election as an
accountability mechanism. Direct citizen involvement
may be limited and skewed, in this way reducing
the quality of accountability. Citizens may be
poorly informed about local politics, and so both
accountability mechanisms are weakened. Nevertheless,
our interviews indicate that direct contact
between citizens and representatives is a significant
accountability mechanism – making representation
and accountability continuous processes.

Med utgangspunkt i intervjuer av politikere, administrasjonsansatte og andre informanter i kommunene undersøker, systematiserer og analyserer vi erfaringene med de ulike demokratitiltakene som ble gjennomført i de syv foregangskommunene. Rapporten har et spesielt fokus på rekruttering, representativitet, og hvordan innbyggerdeltakelsen kobles til det representative systemet.

I dette prosjektet har vi studert nyere utredninger for å kartlegge dagens behov for interkommunalt samarbeid. Utredninger peker på at det finnes økt behov for interkommunalt samarbeid innen områdene samfunnsplanlegging, beredskap – brann og redning, digitalisering, IKT, rus og psykiatri. Det pekes videre på at kommunene i større grad burde samle dagens og fremtidens interkommunale samarbeid i flerfunksjonelle samarbeid med faste medlemskommuner. En del av argumentasjonen for opprettelse av mer helhetlig samarbeid ligger i behovet for å skape mer oversikt og bruke mindre ressurser på å koordinere "lappetepper" av samarbeid. Rapporten peker imidlertid på at det kan være utfordrende å finne én størrelse på interkommunalt samarbeid som er optimal for alle typer oppgaver. Noen oppgaver vil av geografiske hensyn heller ikke være av relevans for alle kommuner. Hva som anbefales som kriteriene for valg av samarbeidspartnere varierer også mellom sektorer.

Denne rapporten evaluerer praktiseringen av assistansebestemmelsen i valgloven, etter lovendringen i 2021. Hovedtemaer er valgmedarbeidernes og velgernes kjennskap til og erfaringer med assistansebestemmelsen. Datamaterialet består av en spørreundersøkelse til valgansvarlige for lokalvalget 2023 og kvalitative intervjuer med valgmedarbeidere og velgere, samt kommunale råd og nasjonale organisasjoner som representerer ulike grupper med nedsatt funksjonsevne. Intervjuene våre tyder på at lovendringen ennå ikke er godt kjent blant velgere med behov for assistanse. Hovedinntrykket er at assistansebestemmelsen er godt kjent i kommunene, men våre funn viser at det fremdeles er tilfeller hvor regelendringen ikke er kjent og praktiseres rett. Det er fortsatt behov for å informere velgere og valgmedarbeiderne om retten til selvvalgt hjelper.

Denne studien har hatt som formål å utvikle et kunnskapsgrunnlag om som beskriver hva som kjennetegner storbykommunenes rolle i generalistkommunesystemet i dag og hvordan den kan videreutvikles. Generalistkommunesystemet forutsetter at alle kommuner, uavhengig av størrelse eller tilgang til ressurser, i prinsippet har ansvar for å løse de samme kommunale oppgavene. Spørsmålet er hvordan storbyene kan bidra til å opprettholde bærekraftige generalistkommuner og møte dagens og fremtidens behov for kommunal oppgaveløsning. Dagens utfordringer er i stor grad knyttet til hvordan sektoren skal møte og planlegge for økt behov for kommunale tjenester og større kompleksitet i kommunale oppgaver. Kommunene har ansvar for et spekter av stadig mer spesialiserte oppgaver som skal løses med knappe ressurser. I prosjektet har vi gjennom å kartlegge storbyenes roller i ulike samarbeid og intervjuer med informanter fra statsforvalter, storbykommune og omlandskommune i seks storbyer, undersøkt hvilke roller storbykommunene inntar i dag, samt hvorvidt og hvordan de kan ta en sterkere rolle for å utvikle nye løsninger som møter dagens og fremtidens behov i kommunesektoren. Kartleggingene viser at storbyene påtar seg roller som samfunnsutvikler, tjenesteleverandør og fagutvikler utover kommunegrensene. De deltar også i utviklingsprosjekter med forsknings- og faginstanser som kan ha anvendbarhet for sektoren som helhet. Analyser av samhandlingen mellom storbykommune og omlandskommuner viser imidlertid at både storbyer og samarbeidskommuner opplever enkelte forhold ved de interkommunale samarbeidene som utfordrende. Disse kan kategoriseres i tre typer av utfordringer; manglende likeverdighet, lokalt handlingsrom og kostnader knyttet til samarbeid. Det finnes imidlertid tiltak som kan gjøres for å forebygge, redusere og håndtere mulige samarbeidsutfordringer. Det kan dreie seg om tiltak for å på et tidligere tidspunkt avklare forventninger mellom partene, sikre at prosesser har legitimitet, synliggjøre kostnader og ansvar og i større grad fremme tverrfaglighet eller opplevd nytte på tvers av kommuner og forvaltningsnivåer.

Inter-municipal cooperation (IMC) is one of the most widely-used organizational
alternatives in local governments’ attempts to adapt to ever-increasing demands
for high quality and cost-efficient services. Although IMC is widespread, studies
of its effects are largely lacking. The existing studies show contradicting results,
causing more and more scholars to ask what determines whether or not
cooperation is successful. This study contributes to filling this gap by asking,
when and how shared service delivery is beneficial.
The study’s empirical work is constituted of four separate articles. Each article
uses one specific service as an empirical case for analyzing the effects
cooperation on one or two distinct dimensions of performance. Together, these
studies provide an empirical ground for comparing and discussing how the
effects of cooperation may depend on cooperation size and tasks characteristics.

Rapporten inneholder også en oppsummering av innspill fra KS’ fylkesstyrer om en mulig reform av kommunestrukturen.
