Jarle Trondal's main fields of research include European public administration, administrative behavior, administrative reform, and organizational studies.

Trondal has a doctoral degree from University of Oslo, ARENA (2001). His thesis dealt with the administrative integration of EU institutions and domestic public administration through EU committees.

He is currently Professor in public administration at University of Agder and at ARENA.

The publication record is centred on themes such as governance, organizational theory, political order (trans)formation, European Union studies, and public administration. Publications appear in influential international peer reviewed journals – such as Governance, Public Administration, European Journal of Political Research, European Political Science Review, and others – and I publish with major international press – such as Oxford University Press, Palgrave Macmillan and others.

I have been research leader and research participant within at least three main research areas over several years: (1) The Europeanisation of domestic government institutions. Projects and publications within this research area focus on the Europeanisation (national adaptation) of domestic government institutions and decision-making processes. The studies are comparative diachronic and synchronic with emphasis on central administrations. (2) The transformation of the European executive branch of government. Publications and projects within this research area focus attention towards an emergent common administrative order in Europe through the development of new institutional constellations and configurations. This line of research emphasizes new patterns of integration of public administration and how it contributes to transform the branch of executive government. 3) International Public Administration (IPA). Publications and research projects within this area aim at specifying conditions under which IPAs enjoy independence from member-state governments, and thereby transforms global governance. This research interest also aims to build sub-disciplinary bridges between public administration and international relation.

Different forms of integration into the European Union (EU) call for studies of the consequences of multilevel access structures. Similar to EU member-states, government officials from associated states interact closely with EU-level administrative institutions, notably the European Commission (Commission) and EU agencies. Benefiting from a large-N survey, this study demonstrates that bureaucrats from “third-countries”, such as Norway, may exert sectoral policy influence in the EU, and that organizational features of the public administration may systematically shape such patterns. The study offers two distinct contributions to the extant literature: First, it presents original survey data on how domestic agency officials perceive their influence vis-à-vis the EUs executive branch. Secondly, it probes the effects of two distinct drivers of policy influence—bureaucrats’ access to secondary structures and requisite administrative capacities.

Building on a growing literature assessing the societal impact of terrorism, this article analyzes whether and how a terror attack targeting public institutions affects civil servants in their day-to-day work. This is an important question to enhance our understanding of how terrorism can (or cannot) affect the operation of core government functions. Theoretically, the study contributes to a broader account of the political consequences of terrorism by combining insights from social identity and organization theory. Empirically, we exploit a two-wave survey fielded before and after the 2011 terror attack in Norway, which allows us to study the same civil servants (N = 186) before and after this event. While terrorists wish to disrupt public institutions, our findings indicate that a terror attack targeting core government institutions strengthens internal cohesion and increases attention to political signals in work tasks. We discuss implications of these effects for the functioning of democratic government.

Establishing government agencies outside ministerial departments is frequently justified by a need to safeguard agency autonomy. In addition to ‘formal agencification’, that is, erecting formal barriers between agencies and ministries, agencies are also frequently (re)located physically distant from ministries to both signal and strengthen agency autonomy. However, we know little of the effects of physical location and distance on agency autonomy. Using two large surveys from 2006 and 2016, this study examines how geographical location and distance affect agency autonomy. Our study establishes that agency autonomy is only weakly associated with physical location and distance, and is much less important than political salience. Whereas a conventional claim is that agency autonomy may be strengthened by physically (re)locating agencies at arm's length distance from the core executive, our study suggests that physical (re)location represents an ineffective administrative policy design-tool when applied to agency autonomy.

Artikkelen presenterer etableringen, organiseringen og gjennomføring av ny forskningsinfrastruktur for norsk forvaltningsforskning. Norsk Forvaltningspanel (NFP) er en forskningsinfrastruktur etablert for å gjennomføre jevnlige spørreundersøkelser blant forvaltningsansatte i staten (departementer, direktorater og tilsyn). NFP er en del av en større forskningsinfrastruktur som både muliggjør panelundersøkelser blant byråkrater over tid og koordinert datainnsamling mellom byråkrater, politikere, journalister og medborgere. Artikkelen skisserer bakgrunnen for etableringen av NFP, noen grunnprinsipper for organisering av infrastrukturen, samt en gjennomgang av fordeler og utfordringer ved etableringen av en slik infrastruktur. Deretter analyserer vi panelets representativitet og presenterer utvalgte resultater fra første runde med datainnsamling i NFP, som vi sammenligner med eksisterende survey-data. Avslutningsvis diskuterer vi kritiske steg i videreutviklingen av forskningsinfrastrukturen.

Although international organisations (IOs) are created by governments, their international public administrations (IPAs) have succeeded in ring-fencing their resources, and policymaking from direct intervention by member states. Research shows that international civil servants are best able to protect their autonomy when embedded in large and well-resourced IPAs. Staff in large IOs use their huge size, bureaucratic complexities, and different behavioural logics to protect their autonomy and thereby leave a ‘bureaucratic footprint’ in international affairs. Whereas the behavioural logics of large IPAs, mostly headquartered in the Global North, are reasonably welldocumented, not much has been written on behavioural logics of international civil servants embedded in small secretariats. We seek to address the gap using the African Union Commission (AUC) staff. Drawing insights from organisational theory and mixed research methods, including the first ever comprehensive survey of AUC staff, the study finds that the AUC staff primarily evoke a departmental behavioural logic. In the absence of departmental logics, the preference of AUC staff is to take on supranational, transnational, and lastly intergovernmental persona. The reluctance of AUC staff to evoke intergovernmental logic is surprising given that the AUC is embedded in an intergovernmental governance architecture.

Providing policy solutions to solve across border societal challenges in Europe, such as electrifying the transport sector by facilitating a European battery industry, call for increased coordination among policy-makers. This article offers a novel study of the formulation of the European Commission’s (Commission’s) battery regulation proposal. In doing so, the paper makes two distinct contributions to extant literature: Theoretically, it outlines two conceptual models of executive governance – that of the Commission as a contracted and a detracted institution – and offers an institutional-organizational approach to account for conditions under which each of these models is likely to unfold. Empirically, the paper offers a case study of the process of drafting the Commission’s battery regulation proposal. Benefiting from semi-structured interviews, the study reveals patterns of executive contraction and detraction in the Commission. Whereas extant literature picture the Commission as an increasingly centralized and contracted executive institution, this study finds that executive contraction and detraction tend to co-evolve and co-exist.

The growing importance of executive authority at the international level has fuelled scholarly debate about the level of autonomy enjoyed by international public administration (IPA), that is, the executive arms of international organisations. Insights from IPAs in the West or Global North, such as the European Union, have largely shaped these debates, whereas data from IPAs in the Global South are largely missing in the discussion. This article seeks to remedy this imbalance and contribute to an organisational-theory-inspired conceptualisation of IPA autonomy: We draw insights from survey data from the commissions of the African Union (AU) and the Economic Community of West African States (ECOWAS). We demonstrate that, although both commissions are embedded in inter-governmental organisations, they demonstrate remarkably strong features of actor-level autonomy. Thus, this study suggests that even IPAs constrained by an inter-governmental environment may still wield some degree of autonomy. Finally, the article draws practical implications for reforming IPAs.

This study carries two distinct contributions to extant litera-ture. Theoretically, it introduces an organizational approachto the study of public governance. Empirically, it demon-strates how the organizational architecture of governmentrepresents a stable and systemic capacity for public gover-nance across time. The study establishes how stabilityserves as an enduring feature of public governance andhow this is anchored in theorganizational architectureofgovernment systems. Moreover, structured flexibility isillustrated by how the civil service adapts to both interna-tional organizations and societal stakeholders. Theorizingthe organizational dimension of public governance, thisstudy also introduces adesign toolthat may be useful for delib-erately (re)structuring public governance. Empirically, thesearguments are probed by a sizable dataset with 13,173 obser-vations across 40 years, consisting of nine surveys of civilservants at ministry and agency levels. The data enables along-term perspective on government civil servants overnearly half a century, thus allowing for a comprehensive studyof the organizational basis for public governance.

Utfordringen er minst tredelt: Dels knyttet til balansen mellom kontinuitet og endring, nærmere bestemt evnen offentlig forvaltning har til å balansere en stabil kjerne samtidig som den justerer, oppdaterer og reformerer; dels balansen mellom effektivitet og legitimitet, nærmere bestemt evnen til kortsiktig problemløsningen i møtet med kriser og langsiktige utfordringer knyttet til legitime løsninger generelt og parlamentarisk forankring konkret; dels dilemmaet mellom politisk-administrativ orden i turbulente tider, nærmere bestemt hvordan offentlige institusjoner håndterer kriser og vanskelige problemer når sammenhengene mellom problem og løsning er vanskelige å forstå og krevende å kontrollere. Denne artikkelen undersøker hvorvidt respondenter i norske fylkesadministrasjoner oppfatter at sentrale beslutninger influeres av eksterne aktører – gjennom vertikale relasjoner til sentraladministrative instanser og EU/EØS-institusjoner, samt horisontale relasjoner til andre fylkesadministrasjoner – og hvordan variasjonen i slike relasjoner kan forklares. Artikkelen bygger på data fra en ny spørreundersøkelse i norske fylkesadministrasjoner (N = 893), og viser hvordan fylkesadministrasjonene under visse betingelser kan opptre med to eller flere «hatter», det vil si at beslutningene som treffes influeres av flere eksterne aktører samtidig. Hovedtyngden av respondentene oppgir nasjonale sentraladministrative instanser som den viktigste relasjonen, samtidig som en betydelig andel også oppgir at EU/EØS-institusjoner har betydning når sentrale beslutninger treffes. Mønstrene som avdekkes forklares ved fylkesadministrasjonenes organisatoriske spesialisering og administrative kapasitet.

This volume set out to examine public governance under growing complexity and turbulence, and the increased need for change and adaptability to emerging circumstances such as outlined above. This concluding chapter summarizes and considers the four themes of design, agency, power, and resilience that organizes the volume. This chapter also combine research findings with insights from a practitioner webinar that was organized by the editors. Looking forward, the chapter closes with discussing next practice approaches, that are future oriented, emergent and based on experimentation, discovery, multi-level networks and co-creation are called for. It is argued that such models better cope with continuous disruptions and opportunities.

This chapter outlines the analytical elements that organizes the volume. This chapter aims to understand how public organizations facing turbulence and complexity solve public problems in the short term whilst fostering the institutionalization of problem-solving in the long run through a variety of institutional arrangements. One potential organizational choice includes the reliance on pre-existing organizational designs. However, if such structures are either absent or deemed poor, an alternative is to design new platforms for collaborative governance that are distinguished from existing governmental structures by emphasizing the inclusion of various actors across the public and private sectors as well as civil society. This chapter introduces a set of theoretical ideas that guides the volume. In short, the chapter outlines the concept of complexity and the governing of complexity in contemporary societies. The subsequent section presents turbulence and outline varieties of turbulence and consequences for public governance. The final section discusses how public organizations may embrace turbulence by fostering resilience.

Koronakrisen illustrerer hvor hyperglobalisert verden har blitt, hvor sårbare vi er i en slik verden, og hvor gjensidig avhengige vi er av hverandre, på tvers av grenser. Lærdommen må bli at dette krever mer samarbeid og felles løsninger på internasjonalt nivå. Det sentrale er at kriser ikke bidrar til mindre integrasjon og samarbeid, slik man ofte antar, men snarere til mer forpliktende integrasjon og samarbeid.

Essayet diskuterer hvordan kriser kan utfordre europeisk integrasjon og offentlig forvaltning. Spørsmålene essayet diskuterer er hvordan kriser kan bidra til å forme europeisk samarbeid, politisk-administrativ styring, og den statsvitenskapelige redskapskassen. Essayet drøfter europeisk integrasjon og det organisasjonsfaglige studiet av offentlig politikk og administrasjon, og retter fokus mot hvilke faglige muligheter koronakrisen kan gi statsvitenskapen. Et avsluttende avsnitt diskuterer hvordan organisasjonsfaget kan gjøre statsvitenskapen relevant gjennom bidrag til designtenkning.
