  Background: Few effective health interventions transition from smaller efficacy or effectiveness studies to real-world implementation at scale, representing a gap between evidence and practice. Recognising this, we have developed Nutrition Now – a tailored digital resource building on four efficacious dietary interventions, aiming to improve nutrition in the important first 1,000 days of life. Nutrition Now targets and guides expectant parents and parents of 0–2 year olds, serves as a reliable source of evidence-based information for midwives and public health nurses at maternal and child healthcare (MCH) centres, and offers pedagogical tools for early childhood education and care (ECEC) staff. The aim of this study is to implement Nutrition Now at scale and evaluate the impact of different sets of multifaceted implementation strategies on implementation outcomes. Methods: A quasi-experimental design with three study arms will be used, providing either low, medium or high implementation support, when rolled out in 50 municipalities in 2 counties in Norway. Nutrition Now will be implemented in MCH and ECEC settings and made available to expectant parents and parents of 0–2 year olds through social media and MCH. The implementation support builds on strategies described in the Expert Recommendations for Implementing Change (ERIC) implementation framework and is informed by dialogues with stakeholders. Impact of the different degree of implementation support will be assessed by examining reach, adoption, fidelity, and sustainability using usage data generated from the Nutrition Now resource, publicly available municipal data and qualitative interviews with MCH and ECEC staff. Discussion: Nutrition Now Phase 2 will break new ground by scaling up successively delivered and complementary dietary interventions in the first 1,000 days of life in a real-life context. The project also seeks to identify what level of implementation support is most effective when implementing digital, scalable, evidence-based early-life nutrition interventions in community settings. The project will inform implementation research and provide knowledge about effective implementation strategies to be used in a national scale-up of Nutrition Now.   : Building heavily on the Health in All Policies (HiAP) approach, Norway implemented the Public Health Act in 2012 to reduce social inequalities in health. Local public health coordinators (PHCs) at municipal levels were seen as tools to provide local intersectoral public health work. In this study, we examine factors related to intersectoral agency and if intersectoral work is understood as relevant to securing social justice in local policy outcomes. A national web-based survey in 2019 of all Norwegian PHCs (n = 428) was conducted with a response rate of 60%. Data were analysed through multiple linear regression, hierarchical regression modelling and structural equation modelling. Neither factors relating to community contexts nor individual characteristics were associated with intersectoral agency. Organisational factors, especially position size, being organised at the top level and having a job description, were significantly associated with perceptions of intersectoral agency. PHCs seeing themselves as intersectoral agents also found themselves able to affect annual budgets and policy outcomes. We conclude that municipal PHC positions can be important HiAP tools in local public health policies. However, organisational factors affect how PHCs perceive their influence and role in the municipal organisation and thereby their possibilities to influence local policymaking through intersectoral agency

  Denne artikkelen tar sikte på å forklare policy-endring i en lokalpolitisk kontekst gjennom å kombinere tre teoretiske perspektiver: Regimeteori, en modifisert Garbage Can-modell og et lederskapsperspektiv. På 1990-tallet startet Kristiansand kommune en prosess for å selge sin aksjepost i det regionale energiverket. De frigjorte midlene ble brukt til å opprette to stiftelser. Stiftelsen Cultiva, opprettet av Kristiansand kommune, og Sørlandets kompetansefond, opprettet av kommunene i Vest-Agder, skulle drive regional utvikling gjennom investering i kompetansebygging, kunst og kultur. Denne typen satsing var ikke unik for disse kommunene, men utfallet i Kristiansand kan likevel klassifiseres som radikalt. For det første var det økonomiske omfanget unikt, for det andre representerte denne utviklingen et brudd med den borgerlige majoritetens mangeårige satsing på skole og helse. Denne artikkelen reiser spørsmålet om hvordan utfallet av disse beslutningsprosessene kan forklares. Artikkelen viser at koalisjonsbygging var viktig i prosessen, men at regimeteori ikke kan forklare prosessutfallet. I stedet blir en lederskapsbasert forklaring som vektlegger betydningen av kommunale topplederes rolle sentral. Den administrative og politiske toppledelsens suksess skyldes deres funksjon som både policy-entreprenører og aktører med tilgang til det formelle beslutningssystemet.   How did the Norwegian government succeed in the geographic relocation of a number of domestic agencies? This study suggests an organisational theory approach to explain the success. It argues that formal organisation of the decision-making process in government largely explains the success of the relocation reform. The government had to contend with: physical relocation of institutions tending to mobilise the attention and resistance of affected stakeholders, earlier attempts at physical relocation of agencies largely failing, and the absence of parliamentary majority. Studies demonstrate that large-scale reform processes tend to be characterised by medium degrees of hierarchical control. Instrumental leadership tends to be present in minor institutional reforms than in large-scale reforms. This study suggests that large-scale physical relocation of agencies was completed largely through the formal design of the reform process, i.e. by safeguarding hierarchical leadership from the government.

  Artikkelen presenterer et organisasjonsteoretisk perspektiv på fysisk relokalisering av sentraladministrative organer. Spørsmålet artikkelen reiser er hvordan regjeringen lyktes i geografiske flytting av statlige tilsyn. Argumentet som fremmes er at den formelle organiseringen av beslutningsprosesser i stor grad kan forklare utfall. På mange måter arbeidet regjeringen Bondevik mot mange odds: Fysisk relokalisering av institusjoner mobiliserer ofte mye oppmerksomhet og motstand fra berørte institusjoner, tidligere forsøk på utflytting av statlige tilsyn hadde i hovedsak strandet, og regjeringen Bondevik hadde ikke flertall bak seg i Stortinget. Tidligere studier viser at større reformprosesser kjennetegnes ved begrenset mulighet for styring og kontroll fra politisk-administrative ledelse. Innslaget av instrumentelt lederskap synes å øke i mer avgrensede omorganiseringer sammenlignet med store forvaltningsreformer. Denne studien viser derimot at utflytting av statlige tilsyn i stor skala ble sikret gjennom den formelle organiseringen av beslutningsprosessen.   To what extent does ICT create new challenges for the relationship between public service providers and users? With this paper we hope to stimulate a public discussion and increase the awareness of the main challenges for public services and their users in the information society. By pointing out some main characteristics of the development of the welfare state up to present day, we discuss how information and communication technology (ICT) has influenced both past challenges and will influence new challenges in the information society.By focusing on the relationship between ICT and social capital, the overall argument in this paper is that ICT may enhance social capital, both from horizontal and hierarchical points of view. This implies that the public sector is aware of and allows for the new challenges the sector and its users face in the information society. ICT may reduce transaction costs and thereby increase the possibility of establishing relationships at a lower cost and at a wider range. At micro level this may encourage face-to-face contact and thus increase the foundation and development of social capital. At macro level government and public services must meet demands such as developing and increasing transparency, access to information and resources to users through well-designed e-governance initiatives and programmes.

Tidlig på 1990-tallet, på samme tid som liberaliseringen av kraftmarkedet fant sted, begynte den lokale prosessen med å selge kommunenes aksjepost i det regionale energiverket. Utfallet av prosessen var radikalt. Kommunen etablerte en stiftelse med en kapital på 1,5 milliarder kroner med det som formål å satse på kunst, kultur og kompetanse for å bedre levekår og drive lokal og regional utvikling. Dette representerte et radikalt brudd med den tradisjonelle satsingen på skole og helse, som blant annet kom til uttrykk gjennom programfestingen til flere av partiene i flere valgperioder. Spørsmålet som reises i dette paperet er hvordan dette nye sporet i kommunepolitikken i Kristiansand lot seg gjennomføre eller mer konkret hva som kan forklare dette skiftet fra fordelingspolitikk til kulturorientert vekstpolitikk?   Tilsynsordningen har vært lite deabttert i Norge, til tross for at den brer om seg som aldri før og stadig mer av tilsynenes virksomhet ser ut til å drives uavhengig av det overornedes departements instruksjonsmyndighet. Hva betyr dette for den politiske styringen og forvaltningens nøytralitet og lojalitet overfor den politiske ledelsen? Bakgrunnen for dagens utvikling går tilbake til 1980- og -90-tallet da vi fikk en mer prinsipiell rendyrkingsstrategi som del av statens økende markedsorientering. Det siste tiårets utvikling har imidlertid også vist at denne modellen har sine grenser. I tilfeller hvor uavhengigheten har blitt strukket for langt, har fullmakter blitt trukket tilbake. Det er fremdeles et betydelig mulighetsrom for å drive politikk og uavhengigheten har sine grenser.
